Do not judge an AE86 4A-GE purely by its hp rating, the differences between JDM, 49-state, and California specs come from emissions equipment and cylinder head port size, not from any reliability distinction. The big-port head fitted from 1986-1987 is desirable mainly for slightly better high-rpm flow and is a common upgrade target for earlier small-port engines, not a sign of a more durable unit. Whichever spec you find, condition and documented maintenance (timing belt, vacuum lines, oil discipline) matter far more to long-term reliability than which market version it originally came from.
