Do not pick between these on power figures alone, the underlying bottom end (block, crank, rod bearings) is essentially the same across Evo VII, VIII and IX. The IX's MIVEC head gives better midrange torque and adds one extra maintenance item (the oil control solenoid) but is not inherently more or less durable than the earlier VII/VIII heads. Condition, modification history, and documented oil discipline matter far more than which generation or hp figure is on the title.
