All OM654 power tunes share the same block, SCR system, and DPF, so the AdBlue and emissions related risks apply equally regardless of which output you buy. The main practical difference is turbo stress: the 245 hp C300d/E300d tune works its turbo harder over time, so on high-mileage examples of that tune, pay extra attention to boost response and oil consumption. There is no inherently safer tune, the deciding factor is documented service history and confirmed AdBlue/DPF health, not the hp figure on the spec sheet.
