There is no meaningful reliability difference between the 99, 123 and 138 hp tunes since they share the same wet belt, water pump and block. The higher output versions run more boost and may see marginally earlier belt wear under hard use, but this is anecdotal rather than proven. What actually matters is the engine build date and belt service history, since Ford made running changes to the tensioner and water pump seal during the production run. Ask for the engine build date and any belt service invoice regardless of which power output you are looking at, and do not assume a lower power version is inherently safer.
